Contract Operator (FSRU)

General Overview

We are seeking a highly skilled and detail-oriented Contract Operator with expertise in FSRU Time Charter Party Agreements (TCP) to oversee the contractual lifecycle, ensure compliance with performance requirements, and effectively manage relationships with both internal and external stakeholders. The ideal candidate will be responsible for contract negotiation, monitoring key performance indicators (KPIs), resolving disputes, and facilitating communication between various departments and external parties. 

 

Roles and Responsibilities

Contract Management

  • Manage and oversee the execution and performance of FSRU TCP.
  • Ensure compliance with all terms, conditions, and operational requirements and address any issues that arise with Owners and Charterers.
  • Liaise with the shipowner and other stakeholders to ensure timely and effective operations of charter contracts.
  • Manage contractual integration and interfacing between the FSRU TCP, Terminal Use Agreements and Terminal Inter-Customer Agreement.

Operational Oversight

  • Maintain a comprehensive understanding of TCP and monitor the performance of contractual obligations, including vessel availability, maintenance and logistics.
  • Monitor and ensure FSRU is operated within agreed performance parameters and contractual requirements, to ensure timely delivery of services, compliance with terms, and resolution of any performance-related issues.
  • Coordinate with various departments (technical, commercial, legal, and finance) to resolve operational issues promptly.
  • Ensure that all operations comply with international regulations, safety standards, and industry best practices. This includes statutory requirements such as MARPOL, SOLAS, and local regulations.
  • Coordinate with relevant HSSE stakeholders and address any safety issues or concerns that may arise during the charter period.

Performance Tracking

  • Optimize the performance and utilization of FSRUs in line with business objectives, maximizing profitability while minimizing downtime.
  • Regularly track and assess performance metrics outlined in the TCP (e.g., performance warranties, delivery timelines, operational efficiency). This includes monitoring performance warranties such as hourly send-out nomination and fuel consumption. 
  • Perform hourly nomination change and support scheduling requirements on a 24x7 basis
  • Develop and maintain performance dashboards and reports, analyzing trends, issues, and opportunities for improvement.
  • Proactively address performance issues by coordinating corrective actions with internal teams and external stakeholders.
  • Record, track and confirm liabilities/liquidated damages/demurrage incurred by owners and liaise with back-office team for settlement

Cost Management and Budgeting

  • Monitor and manage the cost-effectiveness of the chartered FSRU, identifying areas for operational cost reductions. 
  • Assist in preparing budgets and forecasts for FSRU operations, ensuring that all expenses are aligned with contractual terms and financial targets.

Stakeholder Communications 

  • Serve as the primary point of contact for both internal stakeholders (e.g., legal, finance, operations and technical team) and external stakeholders (e.g., ship owners, service providers, agents and customers). Foster and maintain strong relationships with stakeholders.
  • Communicate clearly and effectively to ensure that all stakeholders are aligned with contractual obligations and performance expectations.
  • Organize and attend meetings with stakeholders to address issues, negotiate amendments, disputes or provide updates on contractual performance.
  • Provide timely and clear updates on vessel performance and operational issues to senior management and relevant departments.

Risk & Dispute Management

  • Identify potential risks related to contract performance, such as delays, breaches, and non-compliance, and develop risk mitigation strategies.
  • Assist legal team in resolving disputes or claims arising from TCP, ensuring a fair and timely resolution for all parties.

Documentation & Reporting

  • Maintain accurate records of all TCP agreements and relevant communications.
  • Prepare reports on contract status, performance, and risk analysis for regulators and senior management.
  • Ensure all contractual documentation is filed and accessible in compliance with company policies and industry regulations.

Continuous Improvement

  • Keep track and implement industry best practices, legal developments, and regulatory changes related to TCP.
  • Provide recommendations for process improvements to enhance contract management efficiency and compliance.
  • Collaborate with internal teams to optimize processes and ensure smooth contract execution and performance management
  • Conduct regular reviews of contracts and related performance reports to identify areas of improvement or potential contract renegotiation.

 

Work Experiences

  • Proficient in contract negotiation, operational coordination, and cost management.
  • Excellent communication, negotiation and interpersonal skills, with the ability to liaise with senior stakeholders. Candidates with proven track record in building and maintaining relationships with multiple stakeholders including ship owners and terminal users will be considered favourably.
  • Strong problem-solving and analytical abilities and is meticulous in processes.
  • Proficient with Microsoft Office applications and industry-specific software tools (e.g., vessel tracking, chartering platforms).  
  • At least 3 years experience in contract management, with a focus on maritime industry and TCP agreements. Candidates who possess good understanding of TCP agreements, LNG Terminal Use Agreements and SPAs will be considered favourably.
  • In-depth understanding of FSRU operations and LNG industry.
  • Preferably possesses a strong knowledge of maritime law, international regulations, and industry standards related to TCP agreements, including regulatory frameworks such as IMO, MARPOL, SOLAS, and local regulations in the Singapore region.
  • Proven track record in managing performance metrics 

 

Education Requirements

  • Bachelor’s degree in Business, Maritime Studies, or a related field. A master’s degree or additional certifications (e.g., in contract management) is a plus
