Electrical & Instrument Supervisor (1 Year Contract Renewable)

The incumbent is responsible to oversee, coordinate and inspect daily site activities for the Electrical and Instrument/Controls discipline construction in SLNG CAPEX projects. This requires his/her detail understanding of the work scope via interpretation of engineering & construction drawings. Evaluating & establishing a detailed plan & schedule, E&I Supervisor will subsequently drive construction progress with good site command and control, delivering safe & quality work. The E&I Supervisor shall also have Safety & Learner mindset, upholding safety values and overcoming challenges/roadblocks pertaining to construction.

 

Responsibilities

  • Lead and focal point to awarded EPC/Contractors/Partners on Electrical and Instrument/Controls discipline’s site construction for SLNG Terminals’ projects.
  • Prepare, review & deliver execution plans and schedules in the field safely and with quality
  • Review and endorse Method Statements, Risk Assessments & E&I QAQC standards, monitoring it gets translated/understood/adhered by ground crew during actual construction. Responsible in being a HSSE leader for safe execution.  
  • Provide SLNG site presence in the field, anticipating, addressing & overcoming challenges/issues/MOCs pertaining to HSSE, Quality and Productivity with related stakeholders.  
  • Continuous awareness and monitoring of site activities, tracking daily progress and measuring against baseline/look-ahead plans
  • Monitor cables laying/pulling, trays installation, E&I glanding and terminations, support troubleshooting on construction evolving challenges, ensuring engineering details and standards are met.
  • Supervise/Check instrument tubing installation methods, including bending/routing and that eventual leak testing are performed and certified.
  • Supervise QC & manage QA with EPC on items such as continuity tests, loop check, cause/effect verification and instruments calibration, ensuring engineering details and electrical/instrumentation construction procedures are delivered.
  • Manage the installation and integration of DCS, PLC and Safety Instrument system including Fire & Gas Detectors.
  • Manage E&I integration & SIMOPs between Mech/Civil discipline within scope & field execution.
  • Coordinate and deliver necessary testing as per ITP and Pre-Com Service Tests, enabling smooth and flawless start-up/operations.
  • Maintain as-built deliverables and ensure all site arise as-built are documented and updated as part of document update and closure.

 

Requirements 

  • Diploma & Degree in Electrical or Related Engineering
  • 8-10 years’ experience in Oil and Gas industry including LNG industry
  • At least 5 years’ brown + green field experience as a construction supervisor or engineer.
    (Constructing skid packages, substations (switch gears, transformers, MCC, UPS etc), HMI, Cause & Effect testing and high voltage terminations/powering in internationally reputable EPC companies within oil and gas industry)
  • Strong leadership/communication skills, having problem-solving abilities and capability to work with stakeholders and deliver under harsh/pressure construction environment
  • Ability to interpret Engineering Drawings (P&IDs, Line/Loop/Wiring Diagrams, Electrical Lay Outs, C&E Matrix etc)
  • Possessing the relevant certifications to perform duties (AWSHPP/OPSIC, Confine Space Training, Working at Height, LEW etc)
  • Knowledge in utilizing Windows & MS Office Applications (Outlook Email, Word, Excel, Powerpoint etc)
  • Communicate in English and Chinese with English & Chinese speaking contractors. Ability to read and write in English.
