Manager / Lead Analyst (Inventory & Storage)

General Overview

The incumbent will be responsible for managing and overseeing the Annual Delivery Program (ADP) under the Terminal Use Agreement and optimised use of storage capacity at the terminal. The incumbent will be required to maintain close communication and co-ordination with terminal users and terminal operations team to ensure that SLNG’s obligations to the terminal users under their Terminal Use Agreement are satisfactorily performed. The incumbent will also be required to support other activities within the commercial operations function, provides billing support and should be open for a job rotation within the Throughput Business Group. Detailed role responsibilities within the Inventory & Storage function are described below.

 

 

Role and Responsibilities

The candidate shall be responsible for, but not limited to, the following scope of tasks and duties:

 

Key Operational Parameters (KOP) Setting

  • Lead annual KOP setting exercise for SLNG terminal (a) in accordance with the KOP Guidelines and engagement with terminal users and regulatory authority, and (b) in a manner that provides suitable operational constraints to terminal users for Throughput and non-Throughput use while ensuring sufficient ullage for energy security needs.
  • Address customers’ feedback and comment to the KOP setting by active engagement with internal stakeholders and regulatory authority.
  • Coordinate with internal optimisation team to ensure that scheduling model developed in-house captures up-to-date scheduling rules and procedures under the terminal use agreement and the terminal inter-customer agreement.

 

Annual Delivery Program (ADP) Management

  • Finalise the Annual Delivery Program (ADP) for SLNG terminal (a) in accordance with the terminal use agreements with terminal users and operating procedures, and (b) in a manner that secures maximum commercial value to SLNG by optimising the terminal capacity across the various services.
  • Assess customer requested changes to the ADP in accordance to the contractual provisions and coordinate closely with terminal users and terminal operations team.
  • Monitor LNG inventory levels of terminal LNG storage tanks to ensure sufficient ullage is available for fulfilling existing contractual obligations to unload LNG vessels, prior to committing ullage to ad hoc / spot customers.
  • Ensure notifications from terminal users related to LNG Vessel’s information, i.e. name, IMO number, gross LNG cargo capacity, name of loading port, estimated specification of LNG to be unloaded, quantity, pressure and temperature of LNG to be unloaded, arrival date and time etc. are received for each terminal user’s vessel and consolidated into the schedule planning system.
  • Manage ad-hoc scheduling requirements related to use of SLNG terminal’s LNG jetties for any of various new services including storage & reloading and LNG vessel cool down services.
  • Be aware of contractual rights on allotment of ship slots to customers and exercising such rights in co-ordination with the Commercial and Terminal Operations teams to maximise commercial value from the terminal.

 

Contract Management

  • Engage customers and internal/external stakeholders for the following agreements:
    1. The Spot Terminal Use Agreement and Terminal Rules;
    2. The Storage & Send-Out Agreement, Terminal Rules and Confirmation Notices;
    3. Accession to the Terminal Inter-Customer Agreement and Umbrella Arbitration Agreement, if applicable;
    4. Cargo Sharing Agreement between terminal users;
    5. Surveyor Agreement;
  • Liaise with customers to request yearly financial statement to support the credit risk review process
  • Perform issuance of annual send-out statement to customers in accordance with the terminal use agreement

 

Audit Support

  • Perform yearly and ad-hoc reconciliation in accordance with contractual arrangement and coordinate within Throughput Business and Finance teams on revenue accounting.
  • Perform data audits to ensure accuracy and adherence to the established policies.
  • Ensure timely review on the credit support quantum with the customers to ensure SLNG’s credit exposure is managed.
  • Provide support for internal and external audits as and when necessary

 

Other Responsibilities

The incumbent shall be responsible for the following activities and deliverables:

  • Maintain and update the Operating and Accounting Procedures and internal Standard Operating Procedures.
  • Management of agreements between SLNG, terminal users and independent surveyors, and associated invoices.
  • Provide support to Manager (Contract Management & Business Origination for 2nd LNG Terminal related matters such as operationalisation of Time Charter Party contracts and development of SOPs for multi-terminals operations. 

 

The incumbent shall support all other processes and procedures and perform any other duties and participate in any other projects as assigned by reporting manager or his/her delegated authority.

 

Work Experiences

  • Good understanding of LNG regasification terminal operations, Terminal Use Agreements, Nominations and Scheduling activities under such agreements will be considered favourably.
  • Proficient with MS Office applications, good analytical skills and is meticulous in processes and procedures.
  • Ability to work well in a dynamic and fast-paced environment.
  • A keen learner with the ability to grasp and apply concepts effectively in the area of Commercial Operations. 

 

Education Requirements

  • Degree/Diploma in Finance, Economics, Science or Engineering from a reputable university.
