Project Cost Controller (2 Years Contact)
GENERAL OVERVIEW
Play a critical role in delivering major energy infrastructure projects that support Singapore’s energy security. As Project Cost Controller, you’ll work closely with project, engineering, and commercial teams to provide clear cost insights, maintain financial discipline, and manage project cost risks across the full lifecycle. This role offers strong exposure to large‑scale CAPEX projects, senior stakeholders, and a highly regulated environment—ideal for finance professionals who want their work to have visible, real‑world impact.
ROLE & RESPONSIBILITIES
Project Cost Planning & Control
• Establish and maintain project cost control frameworks, including Work Breakdown Structure (WBS), cost codes, and control budgets.
• Track project expenditure against approved budgets, commitments, and forecasts, ensuring alignment to approved scope.
• Perform cost variance analysis (planned vs actual vs forecast) and identify drivers of cost movements.
• Monitor and manage project contingencies and ensure appropriate utilisation and drawdown approval.
Forecasting & Reporting
• Prepare periodic project cost reports for Management, Project Steering Committees, EXCO, Board and Regulator.
• Develop and update cash flow forecasts and Estimate at Completion (EAC) for capital projects.
• Support multi‑year CAPEX budgeting and reforecast exercises.
• Ensure consistency and integrity of project cost data across systems and reports.
Contracts, Change Management & Payments
• Track approved and potential change orders and assess cost impact to overall project budgets.
• Support procurement and commercial teams in cost evaluations and cost‑benefit analysis for contract awards and variations.
Governance, Audit & Compliance
• Ensure project cost management complies with internal governance frameworks, accounting standards, and regulatory requirements.
• Support internal and external audits by maintaining clear cost documentation and audit trails.
• Assist in assessing capitalisation eligibility of project costs in consultation with Finance Operations.
Project Risk Management & Stakeholder Engagement
• Identify and highlight cost escalation risks arising from scope changes, inflation, market conditions, or contractor performance.
• Work closely with Project Managers, Engineers, Procurement, and other Finance colleagues to drive cost discipline.
• Provide actionable cost insights to support decision‑making at various project stages.
Perform other tasks/duties assigned by manager.
WORK EXPERIENCE
1. Minimum 8-10 years of experience in project cost control, project finance, or capital project environments.
2. Experience in infrastructure, energy, utilities, or large‑scale industrial projects preferred.
3. Familiarity with multi‑year CAPEX projects and stage‑gate project lifecycles.
4. Experience in high-end ERP system is required (SAP S4 Hana preferred).
EDUCATION
1. Degree in Accounting, Finance, Engineering, Quantity Surveying, or related discipline.
2. Professional qualifications (CPA, CA, CFA, or equivalent) are an advantage.
