Project Technical & Site Manager (3-Year Contract)

This position is part of the Project team and plays a critical role during the execution phase of the Singapore 2nd LNG Terminal (S2T) Project. The Technical & Site Manager will serve as the Charterer’s technical and site representative for the FSRU, ensuring that all technical requirements comply with contractual, regulatory, and operational obligations from design through commissioning and into early operations. The role will also be responsible for managing the handover from execution to operations, ensuring that S2T can be safely and reliably operated as designed across all operating scenarios and deliver the services stipulated in the time charter party. This also includes assignment to the shipyard during the construction phase of the project.

 

Responsibilities

The incumbent shall be responsible for, but not limited to, the following:

  • Provide technical leadership as FSRU Technical Manager, ensuring the design, construction, and equipment meet functional specifications, codes, standards, and TCP warranties.
  • Lead technical reviews of shipowner deliverables and close out technical comments.
  • Ensure technical readiness for FSRU between engineering, construction, commissioning, delivery and startup.
  • Lead safety and risk workshops (e.g., HAZID, HAZOP, SIL, QRA, EIA, Model Reviews, RAM) reviews with Shipowner, attends site inspections and factory acceptance tests of key FSRU equipment and systems, ensuring compliance with design specifications and regulatory requirements.
  • Represent the Company as Site Manager in engagements with the Shipowner, providing safety oversight, guidance and assurance that the construction, integration and testing of FSRU meet Charterer’s specifications, quality and operational requirements.
  • Represent company in factory acceptance tests, site acceptance tests, sea and gas trials ensuring the vessel and all associated systems are constructed, installed, and commissioned in full compliance with contractual requirements, class and regulatory standards, project specifications, and operational needs. Additionally, safeguarding the company’s interests throughout the testing and trial phases.
  • Lead the development of the FSRU commissioning plan with Shipowner covering Charterer’s overall performance tests requirement including those of the onshore portion.

 

Requirements

  • Bachelor/Master’s Degree in Chemical Engineering or Naval Architecture and/or as Chief Engineer for LNG Carriers and FSRU.
  • At least 25 years of experience in the LNG industry, including 10 years as a technical and operation authority in FSRU or FLNG Projects, across EPC to Commissioning phases.
  • Candidates with experience in floating LNG projects or have performed roles as Chief Engineer will have an added advantage.
  • Possess technical background in LNG regasification, cargo containment systems, and terminal integration.
  • Knowledge of installation, commissioning, operation and troubleshooting of FSRU & OCI and LNG / Natural Gas and in cryogenics facilities & cargo handling.
  • Understanding of process safety in FSRU operation is a requirement.
