GENERAL OVERVIEW

 

As a Scheduler, you will play a key role in our commercial operations and strategic planning, working closely with industry key players to schedule their regasified LNG portfolio and forecasted demand. ROLES AND RESPONSIBILITIES

 

The candidate shall be responsible for, but not limited to, the following scope of tasks and duties:

 

Terminal Operations

  • Manage regasified-LNG scheduling activities (hourly/daily basis) from nominations received from terminal customers. Timely execute and handle terminal capacity booking, LNG truck slots nomination and berthing slots booking to meet customers’ requirements in accordance with the scheduling rules under the relevant agreements.
  • Manage and execute least costs regasified-LNG send-out (hourly/daily basis) plan from various regasified-LNG injection points and terminals in coordination with Portfolio Optimisation Team and customers’ demand.
  • Manage onsite matters at terminal facilities for activities such as customers’ request for terminal visit, gas meter calibration, jetty maintenance planning and surveyor related matters for unloading and reloading activities at various terminals in collaboration with terminal operations teams.
  • Monitor and analyse LNG and gas specifications, landing pressures, customers actual hourly offtakes for abnormalities and non-conformance. First responders to follow up with customers, Gas Transporter, terminal operations teams and commercial operations teams as necessary to escalate emergency issues.
  • Execute ad-hoc, scheduled nomination and allocation of meter data review and patching in accordance with the approved procedures from the regulator in collaboration with Gas Transporter.

 

Reporting and Analytical Support

  • Collate data and generate reports (hourly, daily, monthly and yearly) for internal and external stakeholders. Reports include customers nomination vs actual allocation variance reports, inventory drawdown reports, hydrocarbon accounting reports, borrowing & lending reports, operations reports, compliance related submissions to EMA and wharfage declaration to MPA.
  • Support monthly settlement/billing activities by verifying monthly meter allocation data, terminal capacity booking and truck slot bookings, LNG cargo unload and reload reports etc.
  • Analyse customers unloading and reloading activities and load port information to analyse LNG supply sources, LNG supply market share and deviation of customers intra-year vs. Annual Delivery Plan for send-out and inventory transfer out variations.
  • Regular update of internal Standard Operating Procedures (SOPs), Business Continuity Management procedures and Terminal Operating Procedures.
  • Key focal point for yearly internal and external audits in collaboration with Finance team.

 

Building Relationship with Internal and External Stakeholders

  • Manage operational relations with external counterparties such customers, upstream shipping operations,  PowerGas, EMA, PSO and MPA and coordinate operational requirements in collaboration with Portfolio Optimisation and Commercial Operations teams.
  • Lead and coordinate company related functions such as team-bonding, staff welfare committee and external stakeholders’ engagement forums.

 

REQUIREMENTS

 

  • Bachelor’s Degree in Energy, Economics, Engineering or a related field.
  • Well-versed with the Terminal Use Agreement, terminal operating procedures, LNG Supply and Purchase Agreement, Gas Sales and Purchase Agreement.
  • Familiar with the Gas Network Code and the Gas Metering Code
  • Familiar with trucking and execution of Port Liability Agreement
  • Strong analytical and problem-solving skills, with attention to detail, good IT background and knowledge.
  • Understand the major risks associated with regasified-LNG nominations management, Trucking, and bunkering operations is added advantage.
  • Ability to work and problem-solve independently.
  • Ability to work under pressure in order to manage operational emergencies.
  • Ability to communicate clearly and collaborate effectively within a fast-paced, dynamic team environment.
  • Having prior or relevant experience is a plus but not a must.
  • Proficiency in data analysis and forecasting techniques is added advantage.
