Senior Process Engineer (Trucking Facility)

GENERAL OVERVIEW
- Responsible as Operation’s facility engineer for the development of Terminal’s new LNG Trucking facility. Incumbent shall support the Project team, ensure the Operability & Maintainability aspects of the new facility are taken care during engineering, design and construction phases. Incumbent shall also develop and execute “Ready to Operate” plans for the facility;
- Incumbent shall work closely as a team with Production Shift Teams, Maintenance Team and other Process Engineers providing process engineering expertise ensuring the Terminal and Trucking facilities operates safely, reliably and efficiently;
- Incumbent shall liaise closely with Commercial team to ensure the Terminal delivers the required services, inclusive of Jetty Operations, Gas supply and Trucking are incompliance to regulations, procedures and contractual agreements.
ROLES & RESPONSIBILITIES
- Evaluate operations activities, make recommendations and execute continuous process improvements in the areas of operational excellence.
- Recruit, train and supervise the Trucking Technicians assigned for operating the Trucking Facility.
- Lead troubleshooting, inspections, reviews and investigations of equipment or process system to support optimisation, drive root cause analysis and formulate remedial resolution. Incumbent shall also investigate Customer’s complaints related to equipment and process systems.
- Review the adequacy of standard operating procedures(SOP) to ensure safe and reliable operations with operational design limitations, includes commissioning, operations and maintenance phases of facilities.
- Provide specific instructions to Production Shift Teams, Maintenance Team, Trucking Team and Laboratory on LNG transfer operations, trucking, stowage plans and samplings requirements.
- Liaise with stakeholders in ensuring LNG surveyor’s reports, certificates of quality are accurate and consistent as per the procedures.
- Diligently review maintenance plans, method statements and risk assessment on the process safety aspects for the maintenance work related to the assigned equipment and systems.
- Compile data and measure Terminal’s performance including service availability and efficiency.
- Undertake alarm management for assigned area and proactively drive alarms analysis to ensure robust operations.
- Take lead role for Management of Change(MOC) for facilities modification, as required.
- Participate in reviews and evaluations such as HAZID, HAZOP, FMEA, SPF, 3D models, Safety Integrity Level, RAM analysis, design layout and process safety requirement in alignment with regulatory and business objectives.
- Report HSSE near miss/violation. Take an active role in HSSE activities and green initiatives.
- Assigned specific role and responsibility in emergency response.
REQUIREMENTS
- Degree in Chemical Engineering from a recognised university.
- Process Engineering background with Mechanical and Instruments knowledge.
- Minimum of eight (8) years work experience in process engineering function in an oil, gas and petrochemical facilities, complex utility, cryogenic or trucking facilities.
- Conversant with local/international codes, regulations, standards, best practices, equipment inspection and schedule requirements.
- Knowledge of installation, commissioning, start-up, maintenance and troubleshooting of processes system in oil, gas or petrochemical industry.
- Knowledge of Process Safety Management, Electrical, Instrumentation, Controls or Mechanical systems.
- Experience in Process Simulation (e.g. Hysys/Unisim or equivalent), Design Softwares(e.g. Fisher Specification Manager, Hydraulics, PSV sizing) or other related process software an advantage.
- Experience in Engineering design analysis including preliminary design development, heat and mass balance calculation, technology evaluation and equipment selection preferred.
- Experience in dealing with consultants and contractors involved in the Oil & Gas sector, including external agencies, utilities and government organizations.
- Basic knowledge of ship-shore interface and cryogenic transfer operations an advantage.
- Capable of lead and guide technicians ensuring the works are executed safely and effectively.
